| Education in Finland In Finland, the basic right to education and culture is recorded in the Constitution of Finland. The Finnish education system is an egalitarian Nordic system, with no tuition fees for full-time students. Attendance is compulsory for nine years starting at age seven, and free meals are served to pupils at primary and secondary levels, where the pupils go to their local school. Education after primary school is divided into vocational and academic systems, according to the old German model. Virtually 100 percent of the people are literate. The key words in Finnish education policy are quality, efficiency, equity and internationalisation. Education is a factor for competitiveness. The current priorities in educational development are to raise the level of education and upgrade competencies among the population and the work force, to improve the efficiency of the education system, to prevent exclusion among children and young people, and to enlarge adult learning opportunities.
